Elaine Germany, of the Sugar Top neighborhood in the Hill District, said her brother Eric Whack could not have signed an election petition for State Rep. Jake Wheatley in February 2010 because he died about two years earlier. Whack's name was one of several identified as forgery on the petitions, circulated by Pittsburgh City Councilman Daniel Lavelle, who was charged Thursday with perjury and making false statements.
